You need even better and more consistent aim to kill large zeds with it on HOE. The Crossbow is actually harder to kill big zeds with. You can easily dispatch of every single big zed before they ever become a threat to the team. Spamming the Railgun never accomplishes anything either. Plus, both Hans and the Patriarch have multiple weakpoints that take pretty much the same damage as the head, and Pat's arm takes even more damage than his head. However, still possible to hit most of the shots. Hans is a bit more tricky because the team normally shoots him so much that he dodges around. The king takes a lot of damage from the Railgun, and The Abomination hides in fear of the Railgun. But on higher difficulties you of course will need some firepower from your team to help finish him off. You can bring his health down, and when he tries to run and heal, you can freeze him and finish him off with the railgun. The easiest Boss to do the most damage to with the Railgun is the Patriarch. Yes, it melts bosses, but you need good aim, especially to make the best use of it. Can take care of crowds, scrakes, husks, sirens you name it. Fast reload, decent damage, a lot of ammons in clip, nice fire rate. M14 seems to do so much more than railgun. Melting bosses? Good luck hitting their weakpoint when they are constantly running around and hitting you in the face. Sirens and husks are easy enough to kill regargless.
